To your health!

According to the Phoenixville Community Health Foundation’s 990 filings, it gave grants to the Main Street CDC of $30,000 in FY 04-05, $77,500 in FY 05-06, and $37,500 in FY 06-07, for a total of $145,00 in those three years.

PCHF’s FY 06-07 filing also reports approval of a future grant of $75,000 to the CDC. Since the reporting period ended June 30, 2007, more than a year ago, one might suppose that this ‘future’ grant has already been paid.

So, it would seem that the CDC got $220,000 from the PCHF. Don’t you now feel so much healthier.

Not to mention $333,333 of Borough funds on top of the $220,000.

For what?

The CDC might want to consider changing it's charter so I can apply to them for some relief with my fuel bills.

Real Community Development Corporation DO provide fuel assistance and other aids to the communities they serve -- no change to the charter is necessary. It's "our" CDC that is the anomoly.

Speaking of charters, I have NEVER understood why PCHF has been funding the CDC as it is NOT part of their charter in any way, shape or form. While I was on the phone with a PCHF employee, I asked about this and the employee quickly changed the subject and then got off the phone. I would love to hear a complete explanation, not only from PCHF, but from the organization that is now "vetting" PCHF's grants to be sure that its charter is being followed.

Gee, I wonder if there is any crossover between members of the PCHF board and the CDC. I also wonder if anyone that is or was on Council when the original contract was drawn up was able to OK both allocations (PCHF grant and the CDC contract with the Borough). I'll just take a few seconds to rub my chin and ponder this.

That could be a bit uncomfortable (or way too comfortable depending on how you look at it).

support, including the salary of its director.

CCCP, I know you're a lawyer and not accountant (or maybe you are an accountant, too). Between the PCHF announcement that August 2005 and the numbers you cited, where and when were dollars "recognized" and reported. Do the square on the CDC's form 990?

I am scratching my head over this one. That darn glue itches so much!

Matching grant for operating support

Says the PCHF annual report. Funds once held in the general fund of the borough for the intent of matching grants from the state and county. You might think that this taxpayer money was then transferred to the CDC by by borough council so that it could get a matching grant from PCHF.
This stuff is enough to make you rip the tape off your scalp.
