$74,000 for fundraising supplies

According to the CDC’s Form 990, in the 2006-2007 fiscal year, it received income of $306K: $39K of direct public support ($37.5K of which was from a single source, the Phoenixville Community Health Foundation), $227K of government grants, and $40K from special events.

It spent $276K: $43K for program services, $159K for management and general expenses, and $74K for fundraising supplies.

$74K for fundraising supplies for an entity that gets virtually all its support from the PCHF, the Borough, and the Commonwealth of Pennsylvania?

Plug those numbers into GuideStar and see what type of rating pops out. Those management/program ratios are just pathetic for any entity that calls itself a non-profit.

I did not hear any council people speak about this, although I have seen "monthly reports from the CDC which would be the envy of anyone" handed out each month to them. Why are they handed out? You'd think for $6,200 a month they would be distributed electronically well before those meetings - or maybe brought in by a crew of helpers to hand deliver some tasty morsel or gift bag you just envy like on Oprah.

What is the difference between a government grant and a contract for services? Isn't the IRS a little fussy about things like that? In circumstances in which it may be determined that there are accounting irregularities or fund mismanagement, what is the legal culpability of the 501c3 officers and board members?

Why the taxpayers, who are funding the CDC, never get to see the printed copies of the "CDC Monthly Report" or "the plan" which Carlos referenced in the last Council/Committee Meetings which is supposed to lay out how the CDC is going to add that "work" component to "live, work, play" in Phoenixville is beyond me. Those documents should be public record and yet no one outside of Council ever sees them.

As for the fundraising supplies, the CDC may be able to justify some of them as supplies provided for different group to fundraise: the Ironworks District t-shirts for PABA, the forms for people to donate to the Christmas lights, etc. However, those numbers are very high for t-shirts and forms. A complete breakdown would be interesting to see.

The high cost of management vs programs is a huge red flag for anyone that deals with non-profits. It may be legal to have a non-profit that pretty much funds the lifestyle of a person or their family (National Night Out is another local example), but that doesn't mean that it is ethical or that the taxpayers, when confronted with such funding, shouldn't refrain from continuing to pay out.

The Borough no longer supports National Night Out. It's time to wean the CDC from the taxpayers, also.

Interesting pieces of information. A detailed report on the expenditures would shed a huge light on the happenings of the CDC.

I too am disappointed that the Borough did not participate in National Night Out (Aug. 5th). It is such an important event to bring neighbors together, the rest of the community and the police department.

I hope that it will be reinstated next year.

You heard wrong about the Xmas lights. One small section was vandalized. Other than that it was a great successful lighting season. Try again!

You misread. The $74,000 was for FUN raising. Things like making videos about the fountain. There's a fella with entirely too much time on his hands. Try again and good luck with that.

To the a.. with the "Fun" raising comments. Hey, a.. I am asking you to go down to the CDC office and hang out with BC for a couple of days and see what he does. Your job should be so productive. Or better yet, some of our councilmen should go hang out with BC because his "fun" raising days make childs play out of their work. Take that to the bank!

You're showing your ignorant colors J.O. (get it?). I think BC is an a.. also but I at least see the value in what he does. You on the other hand blindly follow around some council people who haven't done one damn thing to help the town grow. If they have I'd love to see the list. You can't and they can't produce one because the whole reason the CDC was created was to take the control over growth out of their SLOOOOOOOOWWWWWW hands. The same reason the parking authority was created was because they unable to objectively make things work. Slow and incapable. The proof is in the pudding and MOST (except for a few winers) see the value in the CDC. Class out J.O. (get it?)

Removed from office? OMG that's so funny. Yeah, maybe an Elliot Spitzer type story would do it. But I'm sure you guys would try anything to get that done but honestly (and Richard will confirm) it's not that easy and very unlikely. But good luck.

That was really pretty funny Richard. Now that you mention it I also have that block of a vision with members of our council with a high priced hooker (oops! I mean "girlfriend").

And "Anon. 19th 3:28pm" : That is exactly the simple and I repeat simple comeback that you all fall into the trap that is sooooooo completely boring. There are so many issues that could be dealt with on a real level but everyone has comments about BC and the CDC. I'll say this, for as many issues that they do have (and they have plenty), they also have just as many accomplishments to support them.

So I say put them last on the agenda of issues and go after the real issues that some borough council people want you not to talk about or to forget. How quickly we have a let them off the hook for the "trash" fiasco. And where was Jeff during this "all important vote"? Sorry to hear he had a sore throat.
And why? just why? did Handwerk change his vote suddenly? Hmmmmm! Isn't anyone curious about the sudden change? What was/or is really going on?
