Some things to consider:
(1) Should the CDC contract be renewed at all?
(2) Should the CDC contract be renewed independent of the 2009 budget process?
(3) Should the CDC contract be renewed at an increased rate?
(4) Should the term of a new CDC contract be 5 years?
(5) What services will the CDC provide to the Borough if the CDC contract is renewed? Are those services necessary?
(6) Can grants be obtained to fund any of the cost of the CDC contract?
(7) What services provided under the CDC contract can or should be done by Borough staff?
(8) Are there merchant or business organizations willing and able to provide any of the services provided under the CDC contract?
(9) Are all of the CDC's operating costs and expenses paid from the base contract amount? Does the Borough incur any additional costs like filing fees, travel expenses, etc.?

Why did the CDC and the HUD applicant request special consideration from council before August 31?
Regarding point 7 on your listing:

I heard that checks on the remaining $2 million dollars left for streetscapes are going directly to PennDot, and that our codes department is lined up to do inspections on the work.
Question: on a contract to administrate streetscapes ($333,333 so far), is there a need for a renewal of such a contract if the is no paperwork or supervision involved. If such services are needed, should not Mr. Frees be appearing before PennDot and asking for money?
Steel City Coffee House was the first organization to bring live music to Phoenixville in a small venue setting. The Colonial Theatre followed suit about 2 years later by entering an agreement with Point Entertainment. Barry Cassidy then followed suit by establishing live music on the streets for First Fridays without ever bothering to ask Steel City if it would interfere with their offerings. Steel City has adapted however and in March 2008 offered to handle the booking for First Fridays and the live music for Phoenixville. This offer was denied. So in answer to one of your questions, yes, Steel City Coffee House can and has offered to organize the music on First Fridays. Secondly, First Fridays were not started by Barry Cassidy in downtown Phoenixville. Other Main Street managers and the PABA (Phoenixville Area Business Association) organization have played vital roles in the establishment and promotion of First Fridays until Barry Cassidy took it over. PABA does have the ability to organize such functions if some of the money appropriated for these events were channeled to PABA for expenses or if the Main Street Program was willing to fund it as a PABA organized event.
