What the CDC got

In answer to a question raised to an earlier post:


According to the Main Street CDC’s 990s, it received the following in public support and government contributions from January 2003 through June 2006. The CDC’s 990 for July 2006–June 2007 is not yet on Guidestar.

That government funding. The amount before July 2005 must have been government grants raised from outside? First Fridays began in 2004. What amount of funds taken in went to program funds or things like facade improvements for businesses and what amount went to the salary of the executive director during that time? Was there some kind of crisis in funding which prompted the request and the caving in of funding to the request for the streetscapes administration contract? Do you know if the CDC reports break down hours on streetscapes administration?

What is the CDC contract extension nomenclature. It is a contract for Streetscapes Administration. Is there some kind of timesheet which says how many hours were spent on Streetscapes Administration with a breakdown of activities with accounting codes or something?

$200,000.00 over that span of time and people are complaining. Look at all the improvement in our downtown compared to 10 years ago or even 3 years ago. Unbelievable! But I'm sure some JA will come up with some ridiculous comment that the CDC had its time, or Barry is a JA, or the business owners don't pay, or our oil bills are gonna be soooo high. Come on! Tighten up you pants buckles and stop the crying.

Council approved the Streetscapes Contract with the CDC in July of 2006. So none of these numbers would capture the funds garnered(garnished?) from the burroughs Streetscapes Administration Contract. The Phoenix article said 187,500 was given to the Main Streets program in August of 2005. Assuming the $90,139 from "Public Support" came from PCHF...Now why would only $90K of a $188K grant be reported. Where did the money go? How can council do business with this group? Any action on any new contract with the CDC needs to be put on hold for awhile until this all can be explained thoroughly.

I am sure that Council ought to look at where its money went, along with the other support that the CDC got.

On the other hand, I would not regard The Phoenix as a reliable source for such figures.

I've made a right to know law request to the Borough for access to the records of the payments made to the CDC from January 1, 2003 forward. The Borough says they're working on the request.

To the anon writer who was asking what percentage went to improve the facade of businesses in the downtown: WHAT? Are you really serious? No one pays for the business facades except the business owners. If you're talking about the light poles and benches and sidewalks then the answer is $0. That was a grant and private funding. Look at some of the businesses in the downtown and tell me that they received money for facade improvement. Wow! Whew! Seriously! Jeesh!

Try 30k as a number. There was a facade grant and a number of business took advantage of that, USA Kilts comes to mind. A problem surfaced that money to pay back those who did the improvement was over-spent and took quite a while to get the money into the hands of those who did the improvements. Ironically that was about the time the Borough signed the $333,333 contract with the CDC.
Wow! Whew! Seriously! Jeesh!

The head of the CDC board said that they got $15,000 a year for 3 years. And that without Barry Cassidy got $6,000,000 in grants. And that those $6,000,000 has been spent. So I take it from what the CDC board head said that we have spent all the streetscapes money. $6.000,000? Who wrote the first streetscapes grant.
Apparently the $625,000 being asked for is in effect a "match grant" so the CDC can go to solicit an unformed and unnamed list of business owners.
So, if you add $333,000 and $625,00 you get a million bucks spent from the general fund. The CDC got a lot...of nerve.
