The Boro budget -- a tale of deliberate impotence

October 9th– Council unanimously directs the Manager to present a draft budget and narrative on October 22nd, with advance distribution to all Council Members on October 19th. Councilman Ciruelos states “This will be a pillar year for the budget. This is the first year of feedback on a different way of allocating funds [in a new budget format adopted for 2007], and it will help to have a little bit of extra time.”


October 10th– Borough Manager DiGirolomo tells The Phoenix “We will be ready. Really, October 22 was the date I was shooting for anyway. [Departmental] managers are sending their material to me now, and I’ve blocked out next week to work with Steve.”

October 22nd– The Manager fails to deliver a budget, stating that it will now be delayed until November 9th. Other than Councilman Buckwalter, who protests, and Councilman Ciruelos, conveniently absent, Council does nothing.

But the Finance Committee did recommend approval of a budget transfer of $8.06 for soap. That's right, $8.06. At least they are keeping the important things in focus.

Something tells me that hes the one holding that key and it ain't gonna get unlocked until November 6 at 8:01 PM

Easy pickings.

Fire him.

How transparently gauche for the timing to be AFTER the elections on the 6th! Do they actually think anybody will give them a pass on this?

When will the council receive their paperwork for the 9th?

"Councilman Buckwalter.. protests.." Ken deserves a plaque honoring him for being the only council member minding the store and for suffering the arrogant remarks made to him during meetings.

"..Ciruelos, conveniently absent." And, the official reason for his absence was..? Hope it was for more than nausea caused by misplaced loyalty to the system in place at borough hall.

"Council does nothing."

That is like par for the course, the understatement of the year, and the mission of this council.

A new broom sweeps clean.

Vote 'em all out.

You have to look at it from the view of the Council President. Why would he be willing to present a budget in the weeks before he is up for reelection when he knows that there will be an estimated 72% tax increase. That is before they have to super inflate the numbers to look like they "took a bite out of it" for the good of Kirkner's elderly neighbors. What will they come up with as "soft numbers"? 100%, 120% ...

It makes sense that he would not want those kind of numbers to get out to the public. That would be political suicide.

On the other hand, if he were to present an honest set of numbers before the election, had an open dialog with Council and the residents, and made his best effort to trim some of the budget in order to reach fiscal sanity, that would actually show some shred of integrity. I think we all know him better.

On a lighter note, doesn't the fact that the Borough Manager willfully dismissed a directive by Council to prepare a budget by a certain date, constitute an offense that could/should lead to his firing. A follow up would be, can that firing (for that offense) happen with the seating of a new Council in Jan.?

Seriously, what benefit is the "revitalization of Phoenixville" having on the resident taxpayer?

We're looking at a 72% rise in taxes this year over a 30% rise last year.

I'm seeing no benefit and lots of negatives here -- vote out the incumbants -- they aren't doing us any good.

As a lifelong D ready to take the plunge and pull an R for the first time in a municipal election, I want to make sure I'm prepared.

It's not that hard. You may actually find that the Republicans are human also. Much like yourself. We eat with utensils, wear underwear on occasion, enjoy a good candy apple in the fall, and kiss our kids goodnight before going upstairs to fulfill our marital obligations (fall asleep in 2 minutes and snore obnoxiously loud). You may even have trouble picking us out in a crowd though we know each other because of our secret handshake.

Good luck in 2 weeks and tell us how it goes. We will be at Molly McGuire's on election night and I will buy a beer for every D that can prove they voted for an R and lived to tell about it.

Tisk, Tisk tisk, as a registered Democrat, it is killing me that Spoons is right! What is worse is that Tigro was right; Messina was not to be trusted. I guess I will have to vote Republican and God help me, I owe Tigro an apology.

let's all hope for the future of the Phoenixville region, that ALL VOTERS, will study the issues and the candidate, and not try to label them based on R or D labels, but based upon what

1) they've done
2) What they'v not done
3) Whether they are happy with the status quo
4) Are not happy about the Status quo.

The future of Phoenxville has so much at stake,,,and hopefully the Voters or Phoenixville Borough,,,will realize tha, and vote accordingly.
