The proposed 2008 “basic” borough budget calls for a real estate tax increase of 8%, no increase in water or sewer rates, and a slight decrease in the trash fee.

But, the “basic” budget does not include
Budget “B”–“staff recommended budget additions” totaling $3,420,640
Budget “S”–“sponsored items for consideration” totaling $120,500
Budget “C”–“other items for consideration” totaling $1,535,010
In other words, there are still over $5 million in possible outlays awaiting decision.

You never cease to amaze me, Richard, and this citizen analysis of the proposed budget is no less than what I've come to expect of you.
With your analytical approach to borough business we need YOU on Council. Please think about it and run.

What the he!! is wrong with you people! Breuer's comments are not some work of genius. That comment and these comments are not to put down Mr. Breuer, but fer cryin out loud, his comments were posted well over 20 days after a document was promised, and that document had at least 20 tables all of similar format which were all in error! This well after we were told by the borough manager that he was blocking a week off to work on this presentation. Is there pride of ownership on the part of the outgoing council president. He runs a business which supplies the drug companies with information on patients and potential new drugs. And you think China is a problem - what about Sellersville.
This absolute crap is only tolerated by us morons in Phoenixville. Look, they voted the borough manager's sponsor out. Just accept this budget and pressure Nease to get you the "raw data" which existed a couple of weeks ago according to the finance director. Work on the real budget and be sure to set aside money for a search committee for a new borough manager. Breuer has done no genius work here - he has just shown a minimum of caring and some attention to detail. The borough staff has shown neither care nor attention. Once again they have not done their job and they delivered it way late without the necessary information for council to do their job on the behalf of the people they were elected to serve. Digirolomo must go immediately. This is a crowning insult on top of many we have seen over the last 2 years.
On second thought, just bend over and take it - Phoenixville. You deserve it.
